The only thing is that you can't assimilate a primary culture of any core in a province, for example yankees in us cores or mexicans in mexican cores. At the start of the game, CSA cores don't exist, so all the dixies can be assimilated as soon as a single one of your accepted pops migrates into their province.
there are no culture-specific modifiers, but their different starting circumstances will change how the global modifiers affect them. non-accepted cultures for any country are considered discriminated against, and will be more militant, more likely to be unemployed etc.
