You get them once you hit lvl 50 on high heat races

You can unlock them by completing high heat level races during night 🌙 time. There is one on level 3 and one once you hit level 5, which also means that you need to escape police every time, and it's very hard trust me, cause if they catch you you loose the part and you need to do the whole process again. Also the part you unlock every time is random, there is no guarantee that you're about to get the one you want. It's a ballbreaking process but its also fun 🤪 and it's worth your while.
