    As Michael indicated, Antartica is NOT a country. However, there are countries that claim that territory like Chile and Argentina who always have them in their maps, but they are not recognized by other countries, and even the areas they claim overlap with other countries like the UK. These south American countries have military bases in Antartica and have had babies born there, which would be either Chilean or Argentinian, sort of what happens to Hawaii.

    No, because there isn't an Antarctic country, but there are territories that are officially overseas territories of the countries administering them, they are subject to the laws applied by the country that administers that territory and generally any baby born there would be counted as if they had been born in the home country.
    Where there may be some doubt is the International Space Station where there is a joint Intergovernmental Agreement and 4 Memoranda of understanding and Bilateral agreements set out responsibility of national governments for different parts of the space station including law enforcement and intellectual property rights, while no baby has ever been born in space, though I gather it is thought there has been sex in space, anyone becoming pregnant would likely be returned to Earth, but probably there are provisions in case a baby is born in space. There are similar problems with ships and air flights, in fact it gets into international waters or airspace that technically isn't pf any country on deciding which jurisdiction it might fall under which presumably also apply to spacecraft.
    There is law relating to Deep Space agreed by the UN that covers the Moon and everywhere beyond, the Apollo astronauts were the only ones who have been into this area, there has been trading in property rights on the Moon, so far only men have been to the Moon.

    I don't think any 23 and me test results would even detect Antarctic heritage (if that's even a real thing)

    I don't think there is an Antarctican citizenship, actually, I am pretty sure there isn't since it is administered by parts and by various countries. However, there could be an Antartatican nationality. Many people assume that citizenship and nationality are the same, but it isn't. Citizenship is a legal term that gives you rights and responsibilities, while nationality is a cultural term.
