In this video Heimler walks you through another AP Gov required Supreme Court case: The United States v. Lopez (1995). This case is an illustration of the court ruling in favor of state power (remember: it's under the heading of federalism). Be careful: although the facts of this case have everything to do with guns, this is NOT a second amendment case. Rather, it's a case arguing about Congress's power to pass gun laws on the authority of the commerce clause of the Constitution.
Ultimately, this case is a counter balance to McCulloch v. Maryland which was a case in which the Court ruled in favor of federal power.

US v Lopez is about federalism and the balance of federal and state power
Lopez brought a gun to school, got arrested by the state, and then arrested by the federal government under the “gun free school zone act.” The federal gov was questioned if they had the authority to pass this act in the first place, in which they justified the act via the commerce clause, but it didn’t hold through. With a 5 to 4 majority Lopez won; Gun regulation on school property is a power reserved for the States

Lopz brought a gun to school. Got arrested because you can't carry a gun onto school. Turns out there was a federal law so state dropped charges ans gave him federal charges. However the judges sided with the kid and said that the congress was overstepping their power.
FYI, for all you AP gov students with legal career aspirations, you will be rewatching these videos again when you take Constitutional Law in your first year of law school. So, don't forget what you learn after you take the test!

currently working on my ap summer assignment…here‘s to a very long year im assuming haha
Heimler I am a little confused. We learned aready that the federal government can make and inforce laws with the necessary and proper clause. Why then did the federal government claim that enforcing a law banning guns from school would have more to do with commerce than with it being proper and necessary. Wouldnt it have been eaier for the government to justifiy their desicion to make and inforce the law of no-guns by arguing that the law was necessary, rather than for the government to have argued that the law fell under the commerce clause? Do I even have the right understanding of the necessary and proper clause? Could you or someone wiser than me please explain
I think the necessary and proper clause is that the federal government can make and enforce laws that are necessary for it to execute and enforce its authority. That is to say, the government would have needed to argue that a law banning guns from school was necessary for the federal government's execution of power. Hope this helps

Hi there! I believe necessary and proper just means congress can create laws that are absolutely necessary for Congress to function and they are proper to ensure this execution. Because guns on school property weren't affecting the jobs and execution of Congress, it could not be considered as falling under the umbrella of necessary and proper. (This is all my understanding of it as a fellow AP Gov student so forgive me if I misspoke)
