Scoop was one of my favorites. He was the second to last G.I. Joe action figure I ever bought (Capt. Grid Iron being the last) as I was getting older and music cassette tapes became my new collection. His color coordination reminds me of Lightfoot. Speaking of Lightfoot...
I always loved Scoop, in my stories with the figures he was sort of a whistleblower type, informing the public even if it meant getting on the other joe's bad side. Silly stuff but in reality, we are lucky to have such people who are brave enough to speak out against the government's and military's rampant imperialism and shed light on their laundry list of coups and war crimes. Life was simpler as a child when the villains were an apolitical maniacal terrorist organization who by fighting against us let us play the good guys in contrast.
I think we also saw Scoop at Snake-eyes' funeral, I can see why Larry hasn't used him too much because he's just a reporter. I did like Scoop in the DIC cartoon though.
When I was younger, I would put his figure in the General...because he was often in that vehicle in the cartoon show. And much like the Joes in the cartoon and comics, I questioned his combat effectiveness. Leave him in the back filming the brass and running equipment. Playing to his strong suits while minimizing his weak spots.
4:40 Yeah, that pannel of Stalker saying "Let's get with the program Ladies" is still really sexist and out of character! I mean I don't mind Stalker being in a drill sergent role that's fine, but him calling a group of men "ladies" just to get them fired up makes my skin crawl because it's sexist! I know drill sergents do that, but just because it happens in real life dosen't make it right.

Scoop made Dragon Fire worth watching. His plot outshined the overall Dragon Fire McGuffin.
