That's because it's on the historical list not as a commercial building. There are many requirements and that's why it's so expensive to keep a historical building.

These old towns could be revitalized with airbnbs and things to do, plus Indiana needs to legalize cannabis. Alcohol is far worse than cannabis cannabis and the taxes and local revenue made on it can recreate a state. No one has Road rage, or beats their wife, or has a hangover so they can't go to work the next day after smoking cannabis... but it can happen when people drink too much alcohol.
