Given rubies/sapphires only share oxygen chemically with quartz that would be a given. Ruby is chromium oxide doped corundum (alumina or Al₂O₃) crystal, and sapphire is titanium dioxide doped corundum crystal.

Depends what sapphire you mean. Typical blue sapphire is corundum (Al₂O₃) doped with titanium dioxide. Rubies are corundum doped with 4-5% of chromium oxide. The chemical difference changes the way the crystal structure reacts to light.

Ironically the natural gemstones are more susceptible to damage compared to flux fusion artificial gemstones. This is because a lot of natural gemstones have a tiny amount of water vacancies in them that expands when the stone is heated, causing it to crack.
