How to convert an STL file to Parasolid (solid geometry)

my using MSC Apex doesn't have Geometry form Mesh in tools of Geometry!!
Is there another way?

The first step is no longer needed, can directly import into Apex as geometry or mesh

Looks like Jaguar or 2020. 2021 no longer needs Mentat as the pre with the Facet to Nurbs tool.
