What Trotsky was saying did come true. He was at that time, also talking about the rise of fascism in Europe which indeed did happen. The NEP had it's flaws in terms of market fluctuations, and shifted the state's focus of repression more on the urban working class. However, by the time of Stalin's ascension the NEP was helping develop the USSR and a lot of it's worst flaws were more manageable.
