Not always. He was quite wrong about the prospects for a world socialist revolution, wasn't he? But he made a fair call here.
Anyone who knows the Bible knows also that Europe is not the 'centre of the world'. A far better argument could be made on behalf of the Middle East. History's earliest recorded civilizations came from there, as did the universal Messiah, JESUS CHRIST, in His human Incarnation. Many Christians believe that the region will be the focal point of a final struggle between Christ and Antichrist.
I wonder whether Trotsky, being of Jewish extraction, was inclined toward a 'non-eurocentric' vision of history. All too often Europeans have rejected Jews as 'outsiders', consequently many of them have felt drawn to revolutionary and subversive movements.

The "success" of Stalin - the man who used to boast about having conducted the U.S.S.R. "from the plow to the atomic bomb in just a generation" - compared to Gorbachev's failure shows that a socialist economy is unable to function with a minimum of efficiency without requiring a massive dose of political violence. In an attempt to reform a decadent regime, Gorbachev moved faster with the process of economic opening in the hope of removing the predictable resistance that the Soviet bureaucracy would create to economic reform measures, as thorough proof with the failed attempt. coup d'état in August 1991 - which ended up precipitating the final crisis of socialism and the dissolution of the USSR itself
Its Chinese parallel - Deng Xiaoping - adopted a logic diametrically opposed to that of Gorbachev: it prioritized the achievement of economic prosperity (adopting in practice capitalism) precisely to delay any attempt at political opening, as was evident with the acceleration of the economy. reforms after the Tiananmen Square massacre.
It is important to note that it was Karl Marx himself who, in his Contribution to the Critique of Political Economy, discerned the scenario in which the conditions for a social revolution process are formed, describing it as follows:
“At a certain stage in its development, the material productive forces of society contradict existing production relations or - which is only their legal expression - with the property relations in which they have been active until then. From the forms of development of the productive forces, these relations are transformed into fetters of them. So, it is a time of social revolution. ' *
By rejecting the pursuit of profit maximization as an instrument to stimulate innovation, socialist countries ended up condemning themselves to obsolescence. Thus, they lost the chance to incorporate the productivity gains made possible by technological progress. That is why the capitalist countries managed to provide a greater rise in the standard of living of their population, even without pursuing the egalitarian ideal. Therefore, until the “final crisis of socialism” (to paraphrase K. Marx's own definitions once again), it was only a matter of time. But religious fanatics do not give up on their faith, even against the indisputable proof of the facts, which completely refute it!
    * Reproduced according to MARX, K. Preface to the Contribution to the Critique of Political Economy, organized by Florestan Fernandes and published under the title K. And the real kicker here was that the New Economic Policy was allowing the Soviets to "speed-run" through Capitalism without needing to resort to state violence (that's not to say the Soviet state didn't use leverage to get peasants on to kolkhozes, but that's something all nation-states do frankly) to collectivize the peasantry into co-op farms (kolkhozes). The NEP had it's flaws in terms of market fluctuations, and shifted the state's focus of repression more on the urban working class. However, by the time of Stalin's ascension the NEP was helping develop the USSR and a lot of it's worst flaws were more manageable.

Capitalism leads to a few people having all the stuff and the rest basic subsistence or homelessness ie nothing. So if there is opportunity that would lead to revolution. However the capitalists can become totalitarian ie fascist to prevent revolution. They then direct the resentment of the proles against the other ie to war either external or even internal with race war. The USA is in late stage capitalism right now so the USA elite are pushing for world war 3. It’s actually very simple and you get to witness it happening. The USA has a Gini coefficient of inequality like Zambia now. The novel 1984 describes the end stage of capitalism although Americans think it describes communism

If you listen to his full speech, he says Europe will decline in favor of the US. As in, the old imperial colonial powers will go on to favor doing their business in the US instead of Europe.
What Trotsky was saying did come true. He was at that time, also talking about the rise of fascism in Europe which indeed did happen. The rise of fascism (Hitler and Mussolini) was due to imperial powers desperately trying to hold onto what colonial gains they had. Something like that - Trotsky has written multiple essays on this, worth reading.
What Trotsky was saying is because Europe was declining (socio-economically), there would be a move towards fascism. Trotsky as a Marxist wanted to offer an alternative to this which would be if all the workers and people in general of Europe united and became one.
Then probably, the US would not have arisen as an imperial power.
Also, under Trotsky, there would be no more separate nations (because nations and nationalities are a man-made concept). He would have made Eurasia into one giant peoples union.

Actually Lenin had revived capitalism during the NEP. That was far preferable to having no economy. The problem with the previous policy of 'war communism' (i.e. confiscation) had been that it left people with virtually nothing.
Stalin reverted to orthodoxy with the collectivization of farms, ignoring peasant discontent and starving millions (deliberately it seems)
during the Holomodor. At the same time, he signed a big contract with the Ford company to build a new plant in the USSR. I guess he was hedging his bets-------which he often used to do.
During ww2 Stalin showed what it is to do the right thing for wrong (i.e. totally self-interested) reasons, when he opened churches for public worship. Of course he needed public support for the war effort, and he also wanted to impress the English. (Anglicans and Orthodox tend to get along.)
Don't suppose that bureaucratization was only a Stalinist problem. It is a problem of human governance. Wherever officials are put in charge of certain tasks, they are likely to become engrossed in procedural details. I have met enough bureaucrats in this so-called 'democratic' country to realize this. They have little time to meditate on the services they ought to render to 'humanity in general.'
Jesus gave His life for sinners, individually and collectively. Bureaucrats ARE sinners like the rest of us.

Are they rising by comparison? That is the question. Maybe they think that others' loss is their gain. Not a charitable attitude. 'Love thy neighbor as thyself' is the second half of God's Law, but it's not possible if one puts one's pride before God.
Well, if they are not European anymore, let them keep their hands off European countries, and everyone should be satisfied.

Without a doubt. Also much of the Third World, having got off to a slow start after decolonization, has ascended rapidly in status. Wouldn't you agree that US power reached an apex around 2000 and began to decline slowly? Everything is in flux.
But one thing Trotsky sorely neglected: the Sovereignty of God in all this. Too bad that he didn't know his own heritage very well.
The Old Testament shows us a succession of empires rising and falling, yet God remains faithful to His people Israel. For Israel was not chosen for any inherent superiority, but so that it might be a showcase to the rest of the nations, a witness to the presence of God among us.
