I honestly can say this, dragon type boss are the most annoying and frustrating boss of this game. I cheese this one and feel no guilt whatsoever.
The easy way is that there is a way the lead up next grace. First i go that way to release the aggro, then attack the boss with frenzy burst, rinse and repeat. I manage at least got two headshot with 1600 damage per run.

Flies worked better and not only does it have range and takes less fp but allows you a shorter casting time to pull more attacks

I just went for its legs like I normally do with ancient dragons and normal dragons.

I am in NG+7 and getting one shot every time I make a mistake haha. Had to use a cheese method to win.

My trick was using torrent and attack between its legs when it walks and getting away to clear lightning distance from it
