9:38 that's actually from a TV show called 'Slniečko'. Slniečko was a children's television show that ran from 1979 until 1989 in Czechoslovakia. It roughly translates to "sunshine" or "little sun". Slniečko may have had well over 500 episodes aired. However, nearly all of them are lost.
To add on to this, the clip used was actually made years after the series presumably by whoever acquired the Ratafak puppet. The show is somewhat considered to be lost media. It's still a creepy looking puppet though.
