This happens frequently in Houston. They build streets and highways below elevation and then install pumps that are supposed to handle the frequent heavy rain fall. There are several problems with this. Firstly, those pumps often fail. Secondly, te pumps often can’t keep up with heavy inflow that is common in the area. Thirdly, and most importantly, the drains get clogged with storm debris, keeping most of the water on the flooded streets. I witnessed this happening when I lived in the Houston area for many years. They took a street that NEVER flooded and created a new one that ALWAYS flooded. It bogged my mind that Houston and surrounding cities’ officials always had an excuse when cars are flooded, when all along they created this mess. It still boggles my mind that the Houston area news media can continuously report this with a straight face.
You would think residents /people of Houston would be prepared for this type of weather, with plenty of food, water, generators, solar panels, extra gas. but no people are just sheep.

People Stop asking government for help, we need to be self-sufficient, grow our own food and be smart. Buy a generator -- not - a new iphone or tv. Buy food and water -- not-- go on vacations.
