But at the same time, they expect you to be ready for an ult 24/7 or they flame you, even if it is on an already feeding teammate who you won't be able to make a play off of, so a useless teammate lives, and you lose gold on your lane. Low Elo Shen players have it rough.
Honestly though, in lower elo I found that going for proactive plays is pretty unnecessary, because most of the time one of the enemies will go in too deep for a kill and you can just ult to save your teammate + kill the enemy, which is a 600 gold swing (you saved your teammate and get a kill) compared to just a 300 gold swing if a proactive play got a kill.

Dark Seal is underrated even with its build rate. On Shen yes, but I feel that its especially underrated on tanks building tank. Like Zac, nunu, and even like blitzcrank, nautilus, alistar could be interesting (last 2 recently buffed ap ratios I believe). If you are not a pro that needs to hit that mythic at the exact second, surely you can use those stats as long as you don't build it into the cursed book and you think you won't easily die.
TLDR: DARK SEAL IS GOLD EFFICIENT AND FUN I've played 100+ games in Platinum this season. Bami + virtue is the optimal way to play Shen when the games last 20-25 minutes. My games usually go into 30+ minutes because whoever has fed players in their team soft throws the game around the 20 min mark. A soft throw usually happens when the map has no objectives and the fed player feel like they must and can do something or anything. They dive turrets they shouldn't or coin flip objectives. Shutdowns are usually given to the enemy team and the game extends for some more minutes. At that point, everyone will have at least 2 completed items. That's a tipping point for Shen because if you haven't been out scaled by someone with a Divine Sunderer or a BotrK yet, you will certainly be out scaled now. Since the game lasts longer, I will be clearing more waves. The faster I clear waves, the better I can avoid the 1/5 Irelia from one-shotting me with Bork and no boots. I find bami insufficient for that. So I've been building Titanic Hydra, Boots 2, Radiant Virtue. I did the math on Dark Seal. I didn't want to give up the AD from adaptive force, so I am buying this after pickaxe/tiamat. I am considering I am around level 11 and I have 5 stacks. Shen's Q will deal 2.1% more max health damage (35AP * Q scaling * 3 hits). The average health of my enemies is roughly 1600 at that point the game. I assume that I will hit empowered Q twice in a team fight, so that's + 64 pre-mitigation damage. Considering the average MR at point in the game (25% reduction), we can round it to 50 true damage. Shen's R will have roughly +50 shield with the extra AP. That's a total of 100 points of damage/shield in a teamfight. Compare to a Ruby Crystal. It gives you 110 health more than Dark Seal. Passive shield is increased by 13 (12% of 110). Shield bash is affect twice by this bonus health (once because of bonus health, once because your passive shield got bigger) but that's almost irrelevant as that's only 2 points of damage. Assuming you will get your passive shield twice, that's 26 extra shield on passive. Shen's R will have roughly +22 shield (20% of 110). It all sums up to 50 points of damage/shield in a teamfight. Dark Seal provides more points of damage and shield for less gold. In my opinion, the points are also better allocated for that point the game. Shen is concerned with shield his allies and dealing damage to peel, which Dark Seal provides. His own survivability is less important (at this point in the game I can still tank well) so more passive shield is kinda meh. I ran the same napkin math on Dark Seal with 0 stacks and it sums up to 45 points of damage/shield. To top it off, it is much more fun to have a Dark Seal stacking than a Ruby Crystal. The math here present is certainly not exact, but the numbers aren't far off. I did not consider revitalize nor how the resistances will affect the shield, but this would tip the scale even more in favor of Dark Seal since the ult shield will be even more effective.
