Actually there was a time when the temple was open to all may it be a foreigners or sanatanis. But after the 18 foreign invasions the temple was closed for all foreigners. Then after India got independence the temple was again open to all. But people from other religions started spitting, vandalising the temple architecture. So it was closed again to all foreigners and other religions. Because we cannot see someone destroying our culture and our Lord. That's why the temple is closed for non hindus, but the mahaprasad is open to all because Lord himself wants everyone to have it.
That Betal Nut leaf (Paan) is called as Gajamukta paan. A jewels removed from Gaja (Elephant). It was previously being served to Jagannath from South Indian kings Kanchi kings, chola kings, and Travancore kings. But now it is not easy for common people to serve. Jai Jagannath, he is so merciful.
