Perhaps a way to help push him in that direction is to get the word out there that people are imploring him NOT to do it, hinting strongly that people fear he is too old and frail (and definitely not alpha enough) to manage doing it.

Unfortunately, it's all the law allows. Personally I think fines should be based off of gross income, not set amounts. A $10,000 fine (10% of my income) to me would be devastating. To rich people, it's a trivial price to get what they want. But make that fine $100 million, see how quickly it changes their actions.
