It does get flipped around..those double pins grab it..and lock it into position..sometimes it gets wear and second pin only grabs it..pretty much just another safety if big pin is not in place..or it just keeps the rattling noise down..we have same Geith thumb on a Case cx 130

It comes with a fork tool that prys that cotter pin out and releases it..we use a 4ft pry bar..our fork tool got lost also
That size excavator can do some serious work.
