Measuring from the top of the rim to the fender or center of the hub to the fender is the best way to get accurate measurements. Not from the coilovers. Because not all cars weigh the same around all 4 corners. So one side can be lifted higher than the other even if both coilovers are set to the same height.

NEVER MEASURE FROM THE TIRE, MEASURE FROM THE SPRINGS. SPRING MEASUREMENTS ARE MORE ACCURATE.
