It is not based on that. There are circumstances to it that create changes. He came to admitting that he did with full honesty. Some countries have laws that give people a bigger chance at being innocent if they come out to admit. I once got in a car accident (my fault) I called the police to admit what I had done. They explained the law to me and because of my admitting I was let off the hook. This doesn't make you 100% innocent just more innocent.
