Excellent work! A tip I want to add for those who can't open Outlook in Safe Mode: Try restarting your PC, and try to open in Safe Mode again. I had an issue of Safe Mode not working after I tried to open Outlook with a standard open method. Restarting fixed that issue!

Thank you for the step-by-step tutorial. I still had that error message pop up until I deleted the old Outlook name (that just read Outlook). Now, I can open Outlook because I've labeled it New_Outlook (just as you showed in your video).
I think the reason I experienced this issue, in the first place, is because I closed Outlook before it could establish the initial set-up.

just delete old profile (control panel -> search -> mail) and create new, dont forget to save all *.pst files

Thanks, allowed me to delete the account (MS Outlook Account) that was blocking it from opening from the list of accounts and re-add it.
PS Thinking about it that is really appalling software that is written such that hangs like that. Why does it not skip the account it cannot open and still open without it.
