How To Manage Local Groups & Users For Windows From CMD[Command Prompt]

In this video tutorial, I will show you guys how to add remove and manage local groups and local users with the help of CMD (command prompt) Command line in Microsoft Windows.
net user
net user abc /add
net user 123 /add
net localgroup
net localgroup Adminsitrators abc /add
net localgroup Adminsitrators abc /delete
net user abc /delete

Hello,
Because of some issue with windows user and access permissions I lost my control over the core services of my windows 10 OS and now the situation is I'm unable to run any of the application's exe ( "Run as administrator" doesn't work at all).
What can be possible solution for this issue?
My windows account type is being shown as an administrator, Still I am unable to run any of the core system exe files and Out of that frustration I deleted System32 and SysWow64 folder files too, Can you help me with these both issues?
1. Getting full access back for my windows login
2. Restore System Folders Online cause no backup available.
I suspect some unwanted windows services which starts running automatically even though I'm not using it and there are 19 services over which I don't have access, it gives me an error which says "The parameter is incorrect" when I try to stop these services.
Please help if u can and ASAP.
