She is using a mechanical pencil probably In a size that's small enough for thin lines like that and if softer b leads I think smudge more than hard H leads

I think you gotta spray your paper with a type of fixative? to keep it from smudging tho
Use a 0.35mm mechanical pencil with H or HB leads , spray with fixative after you finish drawing so it doesn’t smudge or get dirty
it helps having super smooth paper as well, I found that even slightly textured paper makes lines look less smooth
