They view China as Americas primary threat and understand that America doesn't have the same power it once did to police the globe. This is why they don't care about Russia or the middle east etc compared to previous administrations, because they want to pivot Americas focus entirely to containing and weakening China. They absolutely want to take as hard a line as possible with China over trade, manufacturing, Taiwan and the South China sea etc, easily leading to conflict as neither China nor a hardline America will back down. Bannon in particular has articulated his thoughts on this at length, Trump is less of a theorist but is a bellicose narcissist who is easily influenced by those around him and has notoriously loose lips.
