Hammer is a bit more DPS (+1.1k) but fewer boons (partial swiftness, partial protection, no fury, no boon extension) and is punished harder for swapping out utilities compared to d/wh. So depends what you're looking for in your alacdps.
Thank you for the build! I have troubles keeping alacrity because of my fps and ping, is it better to change some gear for more concentration, or replace a sigil to a boon duration one?
Build is already running with a 10% alacrity overcap, but if you want you can swap: Tormenting sigil -> Concentration sigil Toxic Focusing Crystal -> Toxic Maintenance Oil Those two together should be way more than enough (allowing you to be ~7.5s slower per loop than the bench's 22.3s), if it turns out they're not you might have to cycle back to get the rotation sorted out.
I was having the same issue but later on I figured I was slightly delaying "sand squall" which is not a great idea. This skill gives you 3 extra seconds of alacrity and hence must be treated with max priority while in earth. You must use it with alac on you since if only extends the buff and does not provide alac per se. In my experience it is not possible to upkeep 100% alac with only 28% conc if you mess up the timing of this skill.
@@retvolki Keep in mind this is only the case for the very first sand squall since you've yet to build up a margin of alac. This behavior isn't unique to tempest either, and once you get into your second loop, you'll already have a good margin built up, so you're freer to delay it. Don't stress too much about later sand squalls.

Nothing would actually change. It's running 7.5% more bd than needed, which combines with sand squall give it a 11% additional margin on its alacrity.

What's the order of utility skills to swap out if you need stab/aegis/ect
Glyph of elemental power and after that glyph of storms. But one of these should already be swapped to glyph of lesser elementals.
