Do you know if that scene was improvised by Matthew Perry? It's typical by him.
If I had to guess I’d say it was probably scripted because otherwise Leblanc wouldn’t have kept yelling for that long. Also, from a production standpoint, they wouldn’t have had the chicken on the set unless it was needed in the scene. It definitely seems like Perry’s style of comedy though, I wouldn’t be surprised if it was his idea, even if it was scripted.
As has been mentioned it probably wasn't improvised but Mattew Perry may have had something to say about the scene when the script was written, the authors often asked him for ideas

Caller ID or not, realistically Chandler would have left his number or given it out far too many times to be dumb enough to fall for a call from his own phone, much less six straight months of calls from his own phone.

I know there's controversy on whether or not she should've gone to Paris, but in the end, her and Ross are finally on the same page.
