Elanip, The way GTA V's vehicle system works is very simple but realistic, Your vehicle wont die if the exhaust isn't inside the water, The entire vehicle can be underwater BUT the exhaust.

These Rides are all Separate from each other, whereas Opie's can do it all in 1 Machine. So let that be inspiration and an idea for Fair and Amusement Park owners. Modify some Bulldozers, and save some Cash.
