VLSI is offered as a specialization in an MS EE/CE program and not as a standalone program at these Unis- also it comes under different names like Integrated Circuits etc. Some Universities instead of offering as a specialization, just offer VLSI related courses as electives. For VLSI, all three universities are good. However, both UMN and ASU will cost you twice as much (Tuition fees-$50,000+) as Portland State University (Tuition fees around $25,000). If you look at Return On Investment, Portland State University is pretty good, and you can choose it without any second thought! But if you are Brand and reputation-oriented, you can select UMN. Job outcomes-wise, all these programs are equally good. So, I would pick Portland State University for its low cost, good VLSI curriculum, and Location. Hope this helps!

The jobs in Semi-conductor industry are VERY broad. Really depends on what your education background is. Core VLSI design, IC Manufacturing etc are for ECE/EEE people but again other specialized streams in Materials, Chemical etc can also get in.
