That's correct.
Sometimes if you book a ticket in advance, you can "get it under $500". It is cheaper than $500.
Many airlanes have a baggage weight limit. Usually 20 kilograms. So if your bag is too heavy, you can take out some items to "get it under 20 kilos". It weights less than 20 kilos.
