As for Evil Ryu, the reason why the kanji 天 is carved on his back either 2 things. 1. Or 2. it is presumed that he was defeated or perhaps even killed in a battle with an unknown opponent.

They never actually go this way in the real story

There is a purified form of Ryuu. But it's not in the game. It's an anime only thing so far. Wether not it'll be introduced in the games is yet to be seen
evil ryu isn't actually our ryu,he's actually a young akuma and his story in ssf4 is actually many years in the past.Akuma's birth name was ryu originally until he fell into the influence of the satsui no hado and changed to gouki/akuma, the little boy that gouken found and adopted was named ryu as a remembrance of who gouki once was.

That's Pretty much the gist of it. E. Ryu is an imagining of what Ryu would be like if he were to succumb to the Satsui no Hado for good.
