Envy knew what was going on, he just turned a blind eye to it and felt since he didn't collect money personally from the victims, then he didn't do anything wrong. He felt he just promoted Ceasar and that was it. He does hold some responsibility and got his hands on victims money from Ceasar. Law enforcement has not done their job and arrest this criminal

Bro plea deal doesn’t mean he’s talking. It just means a deal is made so they don’t have to go to trial. Trials are expensive and time consuming, so prosecutors would rather not do them, if the defendant will plead guilty or no contest to some set of charges. The two sides can negotiate what those charges will be. But it does NOT have to involve the defendant telling on anyone. Most cases are pled out instead of going to trial. This doesn’t mean that anyone talked
U have to admit guilt for the judge to accept your plea deal. Im pretty sure the way they come to a deal is if he talks.
