  • (CNN) -- Rwandan President Paul Kagame hit back Monday at human rights activists who say he's behaving like an autocrat and fueling a bloody civil war in Rwanda's neighbor, Congo.
    "If you are talking about people in the human rights community from outside... I have an issue with this," Kagame said, 16 years after he was hailed as a hero for ending a genocide that killed at least 800,000 people.
    "You tend to make a judgment of a country, 11 million people, on what a couple of people have said and (they) don't take into account what Rwandans say."
    Kagame added, "Nobody has asked the Rwandans ... it's as if they don't matter in the eyes of the human rights people. It's our own decisions in the end."
    He said everyone in Rwanda has to play by the rules and be accountable. "There has to be leadership to make things move in the right direction," Kagame stated.
    Kagame's comments came a month after the New York-based group, Human Rights Watch, said opposition activists are facing increasing threats, attacks, and harassment ahead of Rwanda's presidential election in August.
    Human Rights Watch said opposition party members have suffered serious intimidation by individuals and institutions close to the government and Kagame's ruling Rwandan Patriotic Front (RPF).
    The RPF took power in 1994 after its army swept into the capital of Kigali and overthrew the Hutu-dominated government responsible for the massacre of hundreds of thousands of Rwandans, most of them members of the minority Tutsi community.
    In the aftermath of the 100-day genocide, the fastest in modern history, Kagame transformed his country, turning it into one of the fastest growing nations in Africa and -- in the view of some -- a model of economic and social development.
    Kagame said Rwanda has made significant progress in erasing some of the scars left behind after the tragedy.
    "That's why the country is stable. That's why the country is moving on. That's why the country is developing."
    Kagame insisted he has nothing to do with the continuing civil war in mineral-rich Congo, even though he acknowledged that Rwandan troops intervened there a decade ago in an attempt to stop rebel groups from returning to Rwanda.
    The war became the largest and most destructive conflict in African history, costing more than 5 million lives, as various groups and foreign armies fought for control of Congo's land and mineral resources.
    "I cannot be blamed for the problems of Congo or any other country," Kagame said. "There are the Congolese who have their own country, who are supposed to manage it, who are supposed to govern it. It has nothing to do with me."

    As a South African I think President Kagame is probably the best overall African leader I know by far. He has clear vision, smart and courageous...

    I just can't stand anyone questioning Paul Kagame of any negative things. This man is the greatest President Africa has ever had after President Nelson Mandela. I wish he was the President of Nigeria. You people should go and question Buhari and his atrocities

    Paul Kagame is referring to the Hutu refugee camps in Goma in Congo after the Tutsi massacre. For anyone interested in aid and corruption I'd suggest looking into the Goma disaster.

    @ericnjanga rwanda has a population of only 10 million people. Recovery was difficult but not impossible and swift enough. Furthermore, Kagame is heavily dependent on foreign aid, he gets the job done? Socially the country has barely developed in that his dictatorial stronghold has held it back from doing so. Others coulkd get the job done better, too bad he wins by an astounding 93%, a rather eery figure if you ask me

    The western world are hypocrites. Kagame should learn from Singapore and Lee Kuan Yew and be firm to these hypocrites. Quoting LYK, "It is not in the business of the ruling party to help the opposition party. The ruling party is there to serve its people." "We have the western media in our country so that our people can know what the world is reading about us. We do not need the western media to be inquisitors or meddle with our internal policies."

    @marpeja I will respond to you honnestly. The reason is that Kagame returned to Africa from school in Kansas, USA and implimented the discipline Africa has never seen before from any previous leader. 1- No corruption or you die. 2- No revenge of ethnic conflicts. 3- minorities especially women must and must be empowered than men, because men are the cause of conflict and mismanagement.4-Respecting one another by force. 5- education by force6 6- security for all by force, but no opposition

    @marpeja But we Ugandans, we envy this country for only two things: corruption free government system and nation-wide security. This country is the most safest and secured country in the World. I was in the USA, Asia and Africa my Continent, there's no secure place than Rwanda. I don't like the fact that opposition is silenced in Rwanda, but the rest is unheard of, in Africa. I hope you will get an idea about this tinny mysterious African country, let by a smart dictator trained in the USA.

    @marpeja This tinny African country has the most disciplined and educated Army in Africa if not in the world, but that was due to the fact that during their genocide of 1994, This president led all volunteers Army of young boys and girls who were living in USA, Canada, Europe and elsewhere in Africa, and they were all educated. It's the only Army in Africa where a private or a coporal has a degree. It's the only country in Africa to have the most educated women in high levels of government

    at 08:25 "Victoire Ingabire is saying there was a genocide of the Hutu"...well, she is right. Paul Kagame's RPF army started killing off hutu populations the minute they set foot in Rwanda in 1990 and they are still trying their best to reduce the Hutus in numbers. Those who fled to the Congo were hunted down and massacred in 1996-97. Even in this interview Kagame admits he wishes the hutu refugees didn't receive humanitarian aid.

    this guy is really above all the usual african presidents, he even top the level of
    some eastern leaders. He achieved to topple in his lifetime two of what africa counted as ridiculous self appointed "Marechal" , I mean MODUTU and IDI AMIN. Doing this he's helped to set free people in Congo and in Uganda. His life story is an incredible movie.

    @marpeja 7- It's first time in African history to have a leader who wants his country's future based not on natural resources, but on technology. The only country to get fully connected to fiber optic by force. But above all, he does not use his country's money to enrich himself like other African presidents. His critics only point to his mentality of using force to get every thing done. We want a president like this guy in UGANDA for only 5 to 10 years, UGANDA will be the envy of the World

    Paul Kagame torched Habyarimana's plane because he's power hungry. Cud not wait for peaceful means and he caused genocide in the process, what a useless prick . Lives of more than 1m pple , all becouse Paul Kagame has to go into power! What a shame ! I have no faith in the future of mankind because of pests like him. Im sad to be honest. Surrounding himself with a gvt of dead wood ensures continuity of dominance. He seems quite good at dodging accountability. Good for you PK, kill as you like!

    In the beginning when she was asking about the development of Rwanda he kept quiet and listened to the question but as she was going farther to the negative questions he started getting excited. Have you people noticed that Paul Kagame was kinda like silencing christiane, he doesn't let her finnish what she is trying to say.This was not a succesfull interview in my opinion.
