    I ran into the exact same scam. The stuff arrow is doing is illegal in my country. How awful.

      For any new seller I used, I would use PayPal and credit card. For every dispute, like last week I ordered 1 item but they charged me for 4! I rejected the order but they said they couldn't stop shipment. So I attached all screenshots and claim refund from PayPal on day 1, then called credit card company to stop payment on the next day. It worked in the past, and cross my fingers it works this time.

      @@AZisk Were you guys actually charged for yours? When I placed my order they put a hold for the correct amount on my credit card but it went away after about a week and I was never charged, but my order still shows as submitted.

    Haha, I got a similar thing recently. Ordered something, it's "in stock", got an email saying it was shipped the same day, but somehow no shipping number? 2 days after the item should have arrived they finally answer my support ticket and inform me it wasn't in stock after all. It's amazing how widespread this kind of issue seems to be these days.

      A lot of the eshops don't hold almost any stock. Instead they contract with some kind of higher level reseller, who has the actual warehouse and the stock. When you place an order, they will basically have the 3rd party take item from their warehouse, put in a box with a correct eshop label and send it to you. The thing is these systems often get out of sync. Seven eshops can show the same 1qty in stock, and 7 people could potentially order that one item because of that.

      In The Netherlands this seems to be normal way of dealing with costumers for the very most Dutch Internet shops, now I prefer ordering from German Internet shops, even with sometimes extra shipping costs. When they say they have stock, they have stock, as simple as that.

      @@mattheww797 They do it on purpose. It's really annoying that at least 50% of webshops don't have any own stock. They're mostly just middlemans. Heck it even happens on business side. As civilian and in business both, I've ordered something for shipment to arrive from completely different place. I'm fine with it, but only if it's transparent. Like one small two brother webshop where I live sells motorcycle tires and they state directly at their site that they don't have any stock, but that tires will arrive abroad and customer will get them to their home. They just explain that they want to help other motorists get tires cheaply and that they take was it like 5% of the price to themselves to run business. That's way I like it to be stated.

    Arrow's actually the largest (sometimes second behind RS) electronics distributor in the world, but they aren't used to dealing directly with consumers, they mostly sell components directly to manufacturers. I'm not surprised that they're having issues fulfilling these orders in their system.

      nope, that is not the case.
      Whether consumers or manufacturers you should not be able to order unless there is a stock or at least inform the people that tis out of stock and the delivery date is unknown.
      What they do here is a scammy behavior. No other word for it.
      Similar cases I have seen in a couple other distributors and they just removed the item or blocked orders on their website. If they are so big they certainly have the means to fix this immediately

      Arrow has been around forever (I used to deal with them 25 years ago). They are not a scam, the system they are using was set up, I suspect, for orders from their warehouse and was overridden for drop shipments but Qualcomm doesn’t have the product ready. Arrow should not have agreed to do this for Qualcomm, but they are probably a big supplier so 🤷‍♂️

      Looks like it's a similar setup to Digikey's Marketplace: as well as their normal stuff that they physically stock, they act as a shop front for the likes of Rochester Electronics. However Digikey make this clear that these items won't be shipping from Digikey. Amazon do a similar drop shipping thing: many items sold at Amazon don't ever see an Amazon warehouse, they're shipped direct from a third party.

      Everything Microsoft's ever done with Windows ARM has been a fiasco. I remember buying a Surface RT thinking I'd get ready to start porting stuff to ARM... only to discover it was a cut down operating system that Microsoft would only let devs distribute Metro apps via the Windows Store. no executables simply recompiled for ARM were allowed.

      @@nezbrun872 Man I'm still happy I bought Surface Pro 2. RT looked so appealing and I suppose device itself was good, but software side was horrible on ARM that time. Luckily they seem to have realized at least those errors you mentioned.

      By the time their announced X Elite chips actually shipped (10 months later), Apple had already shipped the M4 in volumes. And now this Dev kit will be compared to the imminent M4 & M4 Pro Mac Mini's coming again short.

    What I think had happened is Qualcomm is doing back orders after payment which in turn is inflating the actual availability digitally but not available physically when the store ships the product. Then again 1000$ is too much for a dev kit when you can get RISC 5 fron framework or others at lower cost or even get full arm copilot PC for the same cost

    I'd strongly disagree with "no one's evil". Listing items in stock, that are not in stock, is intentionally misleading. They're clearly aware of the issue but not fixing the listing. Not making it clear that stock is a supplier, not their own warehouse, is also misleading. If they charged the card before shipping, that moves it into fraud territory for me.

      ARM wants more money from Qualcomm. So both sent out their lawyers and delayed the whole s*t. You can blame MS only to stuck with Qualcomm for such a long time.

      Eithet it runs stuff anyway or people don't buy it and you can get aboard making a native arm version of your app when you get around to it if it gets lift.

    sure could be an oversight, but always find 'funny' how generally whenever a company has an 'oversight' or 'issue' with their system, is always the type of issue where the consumer ends up in the loss or having to pay more

    This sounds like a typical duplicate order problem in databases! Transactional queries are not handled the right way..

      No way more than 2 weeks delay is from such an issue. I think they simply don't have the items, they physically cannot get earlier and they don't have code to handle this type of issue on their end. But they did allowed selling it.

    There are several things wrong here. The last screen you shared showed the item as “in stock”, which is a lie. It should be labeled as “pending” or have an “expected date”. Secondly, the website should have given you a reservation of purchase instead of a purchase, since they don’t have the item ready to ship. Thirdly, the dates for shipment should be updated to say, “pending” or “X days from item arrival”. Arrow is big enough to support these honest expectations. If they have charged your CC or debt card already it now moves into the fraud category on a legal level. They can draw a reservation for the funds, which pre allocates a transaction which again would be in a suspended state until they actually ship, but would allow them to see you have the funds to make the purchase. Yeah, you should watch your card like a hawk… this is just wrong on Arrow’s part, but I think they are being left holding the bag, which is empty… Say what you will, but Apple fulfillment doesn’t do this kind of crap. Qualcomm has no excuses, but will blame “supply chain” issues and try to dodge the issues.

    asking for 120 dollars to get delivery tonight and the item is not even in their possession? that's not an oversight. that's fraud. You already notified them about the issue, and now that they know the issue, they should take this product off their website. but they deliberately won't. Consumer protection is a joke in the US.

      Modern dystopia fully allows for this. If there aren't outrageous damages or somebody with a lot of power is impacted, then nobody that should do something about it bats an eye. Truth is, the customers/consumers also don't complain and pressure enough. But that's just a secondary problem.

      It kinda sounded like the problem they're having is that they're getting the "in stock" status from Qualcomm for the listing on the site (frontend), but that same status isn't being reflected on the backend. I think it has less to do with "modern dystopia" and more to do with a lack of QA on whatever system they designed to handle selling from Qualcomm's stock...

    I purchased one over a month ago, attempted to get my money back today via PayPal. Their excuse in an email was just says
    "This is a pre-order part. Currently we are waiting for the manufacturer to ship them."
    And I purchased the day of "release" - 18th July

    Is it me or does the whole Windows on Arm thing feels like a bit of DOA? The hype died down, performance vs battery is not as promised and competitive chips are already on the market from AMD without the compatibility issues.

      QC and MS certainly overpromised and underdelivered, but I think there's still an opportunity here for them to recover with a value story, focused on casual and productivity users rather than pro-tools users and developers (wether they choose to lean into it as they should've from the get go, or the market forces them to). That is, as we start to see these X-plus/elite machines at $700-750 (already the case on eBay), they become a much more compelling value proposition, competing with M2/M3 MBA now selling at $700/$850, and appropriately compensating the user by exchanging performance-value for their beta-testing services. A year or two down the line they can have another whack at the premium/pro laptop market, and even gamers, once they nail compatibility.

      @@funkijotethere are several points you bring up here. Were these hyped too much - maybe. Considering it does bring attention to Windows on Arm, perhaps the hype needs to be there to reach the masses. But also, to your point, to reach the masses, the pricing should be more accessible too. Like Apple does with the $650 M1 MacBook at Walmart.

    They don't have OWN shop because they have contract (with big profits $) with OEM companys and ONLY this companys can (monopoly) sell laptops etc.

    actually it's quite often reseller relies on third-party stock, and warehouse systems are clunky...

    This sounds like an ERP issue where the inventory is not correct. The same thing happen with Fanatec and they went bankrupt.

    Been working in IT retail, can tell from experience. Any sane person would design the process like that: supplier brings you stuff, you put stuff in your warehouse and on your website, sell it, and ship it from your warehouse. Boom, dead simple. But nooo, there comes some high-profile manufacturer (in our case back then: "SNSV" upside down) and introduces some highly complicated cross-supply-warehouse-shenanigans that some suit fell for during a shiny powerpoint sales pitch.

    I canceled order now. Was just postponed to end of September without notice. I guess Miniforum or other vendor will be faster to get it done - maybe with 64mb ram or more. Bad move from Qualcomm.

    I had the same issue trying to order a deeply discounted Laptop from BestBuy. Those clowns don't actually have ANY stock. They are just distributors and when you order the stock, they order from Asus, and Asus told them, "no more!" even though they had taken my money, so they sent me a text, "your order is cancelled guess why?" and that's about it. I had to call those clowns to figure out why ...

    Same issue here, identical procedure and delivery date moved to September 18th now.
    But I received an email earlier this week that says that the device will now have a USBC to HDMI dongle instead of an actual HDMI port. Which says to me that they sold the device before actually starting production and finalizing the specs

    Don't know if yours shipped, I had the exact same timeline as you've described, except I didn't pay for expedited shipping. It kept saying shipping on August 14 until today and now it is saying it will ship in September with delivery in October (2 weeks shipping time).

    Does ANYONE actually have one? Everyone is coming up with theories as to why their dev kit delivery keeps getting pushed back. I don't believe any have shipped at all. Please someone make a review video if I'm wrong. I canceled my order a few weeks ago because all the good will and momentum from Build has long expired.

    Just a note on the refund situation, I ordered one of these on July 18th as well and it placed a hold on my credit for the amount but I was never actually charged. My credit card bill for July was posted last week and it's not on it. I figured it was one of those situations where I wouldn't be charged until it actually shipped.

    my prediction is some will be defective because its rushed they want to get it out before the m4 macs

    Its cool that you didnt go apeshi* on her from the get-go, and the customer support person was engaging and talked about the issue with you even to the point as to telling that their system is having inventory issues. This is really bad publicity for Qualcomm, and probably happening since these units are not manufactured in bulk (as much as their PC/Phones are).

    we dont pay for overnight shipment in denmark most shops that use GLS and ship same day will get the shipment delivered the day after but you can get a same day delivery to its more expensive

    Microsoft needs to do better. If they want people to develop for Windows on ARM they need to make the hardware more accessible and not through sites that clearly cannot handle simple orders.

      While I'm no fan of Microsoft, I think they're part to blame here is pretty small. Qualcomm is the hardware manufacturer, it's them who should've sorted this out. Microsoft provides the OS and the OS is, largely, ok. Still a bloated mess of spyware, but it works.
      Well, actually, they should be penalized more for not having AVX2 translation with their Prism. I don't remember hearing Apple having these kind of problems with their Rosetta 2, and that was only 4 years ago, not like Microsoft could've learned in the mean time and delivered an even better product.... sigh

      You get private dev api access to various services with the dev kit.
      Most of the consumer grade may be locked down.
      But the dev kit will be more open... Like Nvidia for example: They have their own Dev Kit branch that can only be accessed by ARM dev kits

      Language support is also a thing, you know. Dev Kits do not have any language restrictions as Localization testing is part of development. For example, the newer Surface devices sold in North America only support English, Spanish, French, German, Dutch, Chinese, and Japanese.

    I have a question about you owc Thunderbolt hub you unsed to make the Mac mini faster. I heared that the older hub was Thunderbolt 3 and the new one ist Thunderbolt 4. some people saying that the hub made theyre drive solver. All of them where using an M1 machine. Is there a specific Problem with the owc hub and the M1 Chip? I dont have a M1 Chip but I dont want problems.

    I had two issues with same order with arrow and snapdragon dev kit: Promo code wasn't applied and date kept moving to September from August. Fortunately after repeated email followups I got transaction reversed on my credit card.

    I think you are spot on about it being a manufacturer delay.
    Arrow is a distributor and primarily handles distribution of components being used in manufacturing.
    I think because I'd the delay, Qualcomm is having smaller orders sent out directly before they actually send any pallets out to Arrow for distribution.
    Arrow is probably not really setup for this between all of the systems because it's not in a warehouse or shipping process under their ownership and processes which is their bread and butter.
    That said, I don't think anyone is being intentionally malignant, it's just a difficult multiprong problem that most people don't care about why it's happening.. and also something that is not how Arrow normally works.
    That said, good on you for being kind about it all and getting to the bottom of it. Getting a human on the phone is always the best answer.
    Honestly it was nice to hear that you got someone in the US answer the phone.
    I'm sure they are doing the best they can with a situation their systems aren't built to deal with.

    Qualcomm makes prototype phones and gives them to manufacturers like Samsung, SONY, Huawei, LG, Oopo, Apple, just everyone. But I think their runs are probably 200 phones at most, giving out 10 per manufacturer or something. THEY PROBABLY HAVE NO IDEA what to do if they get an order for 2,000 or 20,000 ARM boxes. Never happened before!!n

    the do not cancel most likely was a note not worded correctly by the other customer service rep, the one from the email, if it was not her credentials its a case of broken telephone game with either her superior who checked the order or whatever tier level agent looked at the order. I worked as CSR for 11 years, you have no idea how many times i ran into improper notes, from either frontline agents that interact with customer or others, tier 2 or 3 etc.

    Such a bizarre issue. I ordered it and received confirmation only to be told it would be available to the next week so thought it would be okay. Then the following day it was an additional week just for inventory. Ended up canceling due to uncertainty. Still haven't been refunded by the way so the whole process isn't looking good.

    Alex ... Yes Amazon HAS spoiled us ..... But TYPICALLY from ANY vendor shipping is calculated from whenever THEY ship it out NOT from when you click BUY... The calculation websites show IS misleading as it's showing if whatever item shipped IMMEDIATELY (which is typically NOT the case). Hope this helps.

      You never bought electronics on a b2b site. They will have lot sizes and rabat sizes as well.
      The we can get it in n weeks is important, if you have deadlines for your products as well. If you cannot get an important part, you may be able to redesign your product with parts that can be delivered in time.

    Not to hate on the Arrow Webshop here, but it _is_ awful. Aside from that, what kind of communications snafu is this. The money is already deducted from my account, not even an info on the shipping date (you actually have to fight your way through this odd website). I ordered on July 17th or so, since then not a peep, although shipping has slipped until Sep 18! But the money transfers went through. Qualcomm should have some more interest in getting these boxes out the door, they are supposed to be dev boxes. I'm still hacking on the Windows Dev Kit 2023 (nice box, though).

      @@bio_stack That's probably the dumbest defence of a scammer I've seen in a while. Businesses expect contracts to be upheld. Customers have a right not to be lied to regardless of who the seller "usually" sells to. I can't believe I even have to write this, it's so obvious. In any country that isn't drowning in corruption, you can and should sue the company for this sort of behavior.
