He's using bait elastic mate. Not line. You can buy it in most tackles shops. Thread the hook through the eel and up over the hook eye, then using the bait elastic, bind the eel nose and front part the head above the hook eye so it doesn't slip down the hook. You can also wrap some bait elastic around the eels gills and on to the hook shank a little, but not too much as it can effect the 'swim' action of the eel.

Am I right? if so, what line do you use to tie the bait that allows you to wrap the bait without tying it of with a knot?

Looked like about 1 oz. I too have those baits among other sand eel imitations. This baitfish seems to me to be underused as its so plentiful here on the Ca. coast. I hope to use them this season for both striped bass and chinook salmon trolling. Good luck.
