dont delete the solara.dir folder delete every stuff in solara.dir folder try creating a folder called solara.dir if you deleted the folder

what step didnt work? make sure you did all the steps correctly
you will need to turn off antivirus
first antivirus deletes stuff solara files that are used to make solara work properly
delete every files in solara.dir because antivirus just deleted OTHER stuff so just delete every files
then run solara bootstrapper
