I think he used an app called Flipaclip, it's a free animation program that you can use for tablets and/or phones. The background that's on this animation is actually one of the backgrounds that can be used on Flipaclip. I'm assuming that he bought the option to remove the water mark that Flipaclip normally puts on the animation, if you didn't buy the option.
