I will suggest this to be a metaphor of Sonic's different tones over the years. Tails represents a humongous exaggeration of Shadow and 06 and Sonic represents an also very big exaggeration of Sonic 1 & 2? Or more accurately Sonic Colors, Generations, and Lost World because the Classic games weren't completely saccharine when you actually look at it.
This is talking about the dangers of extremes and being unable to recognize when you have too much of one style and tone. Sonic's blissful state makes him unable to recognize Tails' troubles and didn't notice how he was so big that he shadowed Tails, leading to his drug addiction. He isn't even able to process on how far Tails has gone, because his kid-friendly tone blinds him to all that isn't in his world. Such as when Colors got rid of all story and darkness very obsessively. And in Tails' effort to find relief, he goes too far and commits murder, no longer held back by common sense that would have prevented such atrocities - as Sega was when making Sonic 06's Final Fantasy story.
When you can only see the world one way, you will never see everything you can be or do or could have changed.
Alternatively, Sonic and Tails represent how the "we want lighter stories" part of the Sonic fanbase and the "we want darker stories" part of the Sonic fanbase view each other.
Sonic is what the "dark" part believes what the "light" part wants to see: stomach-churningly happy, polite and kind, never ever considering harming a part of God's domain. "The Sonic series should just be about spreading peace and love to everyone."
Tails is what the "light" part believes what the "dark" part wants to see: an out-of-control apoplectic maniac who's obsessed with metal, drugs, sex, and violence, not caring for anything other than himself. "The Sonic series should be about an awesome metal world where the streets aren't black with all the blood that's spilled."
And when the two highly contrasting views collide, only tragedy awaits as both are so firm onto their perspective of the other, they cannot see the series burning a slow death, represented by Tails' rampage causing endless death while Sonic is frozen solid for not preparing at all for this disaster.
We need to make out and get along because Sonic will die if we can't understand each other and *reach. Middle. Ground.*

Even with the drug problems, Tails' badassery in this vid just earned him more respect from me.
Unrelated: I used to love playing as Tails in the GBA Sonic games, since he could fly and there were ridiculous amounts of pitfalls in several stages (anyone who remembers Sonic Advance 3 knows what I'm talking about).
Gotta admit, you got a point, which I didn't notice because I saw this as funny but kind of hardcore but it's okay haha.
For me (I only have Sonic Advance 1 right now) I'd use him to easily get to the Special Zone springs. Because a lot of times if you were playing as anyone else and you messed up in certain places you'd lose a bunch of progress and sometimes have to start over.
I didn't notice it the first couple times I heard this, but the harmony Dan sings durring arin's rap sections are really nice.

Honestly that's not even close to how they would denote tails getting shot. For one the "oh fuck" wouldn't not only be from tails, but it wouldn't happen immediately after the narrator says he'll call the cops on tails, with almost no pause denoting that the narrator was interrupted.
Plus everyone knows they'd play a stock police siren sound. It's just silly.
Honestly it would've made more sense for people to mistake sonic getting shot considering the announcer did sonic's "lines" in the song.
