The President of the United States does not have the right to be a dictator. What NY did basically anyone brings a business plan to ask for funding can get sued by the state because common sense tells us that every business plan sounds rosy, they predicts the best possible outcome, best growth rate. Now as long as a business plan looks better than what the other side evaluate, or a business fails, the government can come in, say you commit a fraud.
