Marksman Bolt rifle and Stalker bolt rifle are personal favorites for me as Tactical but majority of players will go with the heavy bolt rifle as their mid range weapon. Only thing I don't like is how inaccurate it becomes with sustained fire
The ttk is usually pretty similar, but the standard bolt rifle has a 1.5x headshot multiplier where the heavy bolt rifle does no extra damage on headshot. In a purely "pick a guy and kill him" situation, the standard bolt rifle would be my choice, but the heavy bolt rifle is so good at medium to long range. I couldn't pick one over the other in general.

How is controller on pvp vs mouse and keyboard?
between the heavy bolt rifle and standard bolt rifle which has the higher kill time at say a close to medium range distance?
Can't really be sure, dps wise all three are pretty close (check dmg and fire rate); gotta test with a timer in a closed enviroment to find out.

Are you experiencing lag and fps drops in the game? They still haven't fixed the game.
I am getting some stutters here and there in multiplayer, sometimes I also get high ping games.
