    I live in the east of the Netherlands where we speak a low saxon dialect called Tweants (a form of low german/) and we say ''Noaber''. A noaber is youre closest neighbour and in the past you had first and second noabers. Its derived from the countryside where farmers are dependent on eachother. Still in small towns we have ''noaberplicht'' which means the ''duty'' to help eachother. Like in bad times in the past it could be very important to get help from your neighbours.

    The word neighbor originates from Proto-Germanic nēhwagabūrô
    which is equivalent to nigh +‎ bower.
    But first look at the spread of its descendants across different languages and countries of Europe:

    "one who lives near another," Middle English neighebor, from Old English neahgebur (West Saxon), nehebur (Anglian) "one who dwells nearby," from neah "near" (see nigh) + gebur "dweller," related to bur "dwelling," from Proto-Germanic *(ga)būraz (from PIE root *bheue- "to be, exist, grow"). A common Germanic compound (cognates: Old Saxon nabur, Middle Dutch naghebuur, Dutch (na)bur) as well as Old High German nahgibur, Middle High German nachgebur, Low German Navar, German Nachbar), Scots nichbour, Saterland Frisian Noaber, Norwegian nabo, Icelandic nábúi.     In summary, neighbor is a person near to you in a dwelling whether on land or water.
    The syllable 'neigh' reminds me of the sound of a horse, but isn't that of course! 🙂 You will doubtless have recognized from the syllable 'būrô' in the Proto-German word 'nēhwagabūrô' , is similar to the word often used to describe a place dedicated to official affairs. But did you notice that the same word has its origin in 'bheue' from which 'bower' derives? Bower means 'to be, to exist, to grow'. In gardening tradition a bower is a special enclosure within a garden, dedicated to growing plants that create an environment ideal for moments of private reflection. These are moments when one does indeed like "to be" and "to exist".
    So I'm thinking that 'neighbor' might be defined as: every person near to us, to whom we are able to dedicate our special regard in support of their being and growth in their place of existence . This would then truly fall into line with the (verb) meaning: "be a neighbor to".

      In low saxon dialects still existing in the northeast of the Netherlands its also 'Noaber' like in northwest Germany (niedersachsisch/Plattduuts). 'Noaberplicht' means the duty of neighbours to help eachother like in bad times.
