The only type of license you can have at 14 in Italy is an A license (which was called C.I.G.C. before 2012) and it only allows you to drive 50cc vehicles. To drive actual cars you need a B license which you can get only at the age of 18. So, yeah, Giorno has been illegally driving a taxi the whole time.
