    Former Vice-Chancellor Allama Iqbal Open University Islamabad Dr Shahid Siddiqui, currently Dean of Social Sciences at Lahore School of Economics was the keynote speaker.
    The seminar was organized in the auditorium of the Central Library of the Punjab University on Thursday, November 18, 2021.
    President PUASA Prof. Dr. Mumtaz Anwer Chaudhry welcomed the chief guest and Secretary Dr. Amjad Magsi concluded the session. Dr.Mahboob Hussain, Chairman History Department and former President PUASA & FAPUASA also spoke on the occasion. Dr. Sonia Omer, Assistant Professor, Department of Social Work and Joint Secretary PUASA moderated the proceedings. A large number of faculty and students were present. The seminar was followed by a lively Questions and Answers session.
    Dr.Shahid Siddiqui in his keynote speech highlighted the various reasons, causing the failure of Education Policies in Pakistan, ranging from the apathy of the Government and inconsistency of the policies. He was of the view that the Government’s disinterest is reflected through meager resource allocation and even the allocated funds are not being transferred. Stakeholders are not taken into confidence while formulating the policies usually made by foreign experts who have their vested interests and without proper knowledge of the ground realities. There exists a lack of participatory decision-making process regarding Educational policies. The Government should make the Educational policies by taking proper input from the stakeholders and discuss the mechanism for the implementation.
    In his welcome address, President ASA, Dr. Mumtaz Anwer Chaudhry threw light on the lack of support from the Government regarding the higher education sector, even Higher Education Commission is being run without regular Chairman and Executive Director. The budget of Higher Education is even less than one percent of GDP and main reason for the decline of Educational Standards.
    ASA and FAPUASA's former president Prof. Dr. Mahboob Hussain, in his speech, discussed the various Educational Policies from a historical perspective and said that the inconsistency in policies led to the downfall of Higher Education. He expressed dismay over the lack of interest by the previous governments and even the situation has not improved during the present government’s reign.
    Dr. Amjad Magsi in his concluding remarks said that Universities are meant for freedom of thought and to ensure the promotion of free dialogue culture and thoughtful debate. The discourses are generated which find solutions to the issues of society. The Teachers and Students as real stakeholders of Education are always kept in dark while formulating the policies and taking decisions for the implementation of the policies.
