The only problem is uncertain faith generation and unfavorable appeal of rainforests, but both of these are fairly manageable.
Yesterday I played with Congo on King level after a long while and it was simply INSANE. I built theatre districts with arechological musuems nearly everywhere, owned 4 former british cities as well with their special archeological museums (6 spots) and filled them all up with artefacts. I got such insane boosts especially for production that I could build other districts in just 2 turns, district projects were finished in 1 or 2 turns in my 6 biggest cities, I spamed one great person after another and built up a massive army, I could have managed any victory type except religious, but won cultural by a milestone. My production output was on pair or even better then my usual when I play with germany and their freaking hansa/commercial district combo So my new best cultural leaders are def Gorgo and Mvemba. Gorgo is def better then Pericles .. I never played Teddy and rarely with Cyrus so I cant comment on them.
When you show Pros and Cons I wish you had more details on the screen regarding if its a unique district, unique unit, unique improvement, etc. Also details like if something provides +5 combat strength or +1 culture.
I think Russia is more my cup of tea. How awesome is it to get GWP, GAP, and GCP so early with the lavra. Also the early faith lead can give a great advantage to enhance your civ with cathedrals earlier than the rest, making your GAs paying off quite early. Your cossack pain train starts rolling very early, even giving a chance to win MP with culture. And grand embassies can give you some progress when all fails.
Russia is outright busted. The sheer amount of faith purchasing and GWAM points from Lavra + amazing unique unit make him very strong for religion, domination and cultural victory
Culture yield is nice for getting to critical civics but that's it. A strong cultural civ needs to have boosts towards tourism and those include Great People, Wonder, and Unique Improvements. Extra edges towards production, defense, or even aggression are always nice. IMO France definitely beats the three in the video, and Kongo probably should've been on the list too.
France is easy to play for a culture win. 1.Build a wonderland 2.Plan a golden age for when you can use the dedication for tourism output from wonders 3.Just wait for the turns to pass while building more wonders
Might I ask what diffulty/map size you're playing? Cause at Emperor or higher, I can only ever get to wonders I specifically chop for, at least until maybe the industrial era. Sure, a few will be left behind here and there, but those are mostly the ones that have very harsh placement requirements. Most of the times I only get to build the 2 world wonders I beeline for (Mausoleum + Arsenal) until the game is effectivel over and just a mop-up.

I don't see how France isn't in the top 3. She gets a unique improvement that grants culture/tourism, she gets faster build speed on some VERY important wonders(including all 4 of the policy card wonders), double tourism on wonders, and super spies which are amazing for stealing great works.
France is certainly a good cultural Civ, but I don't think she's top 3. Compared to the Pairidaeza, the Chateau just doesn't provide the same value when considering tourism. It provides less appeal and has much more restricted placement, both of which significantly hurt it's ability to boost seaside resorts and national parks. Additionally, wonders (aside from Christo Redentor and Eiffel Tower, neither of which she gets a boost towards producing, as they are both Modern Era wonders) don't really provide all too much tourism compared to seaside resorts, national parks, and great works. Her spies are not necessarily all that different from any other spies as well, they simply start with a single promotion level. She definitely still is a very good cultural civ, hence the honourable mention, but I think she has too many comparative faults to be in the very top.

Wijnand Wetsteijn Only total output. Because this 5% bonus isn't a something gave by any of your cities. The boarder growth is just affected by culture CITY produce, not for habilities or politic cards. Building and Wonder, yes. Politic cards and habilities, no.
You can do some things with Eleanor (France), I think you underrated her, tbh. IDK off it's a bug or intentional but great works or not if a city flips from loyally pressure you get it without it going free even before you have any great works.
well, that's for Gathering Storm France when playing as Eleanor because her leader bonus literally forces you to get a lot of Great works if you follow it properly.
Culture generation does not win you this victory alone! You need tourism! You need civs with heightened GP generation! You should you be looking to France and Kongo; or even Russia.
Not even an honorable mention of Sweden? Sweden does to culture what Korea does with science. Her buildings that have 3 or more slots filled are automatically themed, and any wonder with 2 or more slots are themed. Also gets double Great Person points toward Great Engineers with Factories and Scientists with Universities. Gets diplomatic favor with each Great Person earned (more money to "steal" from the AI).
I think Robert the Bruce is a low key strong culture leader. The bonuses let you access and build science tree wonders sooner than other civs, and Golf Courses are another way to pull in tourism.
Unfortunately he isn't strong in comparison to other leaders. Wonders don't produce all too much tourism, so you will 100% need another source for it, to which he has no bonuses. Also, you can only build 1 golf course per city which has a max cultural yield of +2 and thus will only produce 2 tourism with flight.
Cyrus and Teddy are only good for 200+ turns culture victories. They are absolute trash at fast culture victories. Peracles, Peter and Kristina (Sweden) are the best for that. I think China and Kongo are also viable but require a lot of skill for a fast culture.

You need tourism though.
