That's true the Bankruptcy act and HJR-192 was a good thing to setoff all accounts and we don't have to register your private property to any state agencies and government so you shouldn't be forced into any registry
Isn't your property all registered from birth due to the orphans act and the resulting CQV estate? All property is registered. The key is how it's character is assessed. That's in Army Field manual 27-10

They probably want 2 contact you first so they won't have 2 send one out. So should the next step be to send them a conditional acceptance letter?

Yes you can. Put the stamp on the coupon itself and cancel it with your regular signature over it at a 45 degree angle.

What are the consequences when you exercise this process? Does it negatively mark your credit or does the creditor end close your account entirely?
The only consequence is that your credit card may get closed.
You seem to be the only person, that has the process on point. I'm new to 1099A, trust and UCC.

You assume the debt is discharged. Did you put a date for them to get back to you or perform some action?

If you don't use the 1199A or 8888 it can take 45-60 days.

Yes. This process pays the bill as if you used FRN's. So yes you can continue to use the card.
