Not all oil is the same. There are types of oil and Venezuela has the worst one that requires refiners that no one builds. So their oil is good for domestic use but not for export. Gas is another commodity and they can profit off of it if they weed out corruption, which wont happen soon. Congo has all cobalt the modern industry needs. And they are a very poor country.
