There appears to be quite many variations about governors in these engines. Just while ago fixed one around late 80's model, which looks almost identical, but it has some sort of mechanical governor shaft. I didn't know these had baffle types too. I was actually looking into how that shaft style governor actually works as it did work and didn't need to check it. I assume it's some sort of centrifugal thing. Gotta keep looking into these. Anyway it was interesting to see this solution.
Can you use a different cover and it still being fine and not overheating? I’ve got a 3.5hp flat head which I’m planning to put on a little tractor and have found this nice cover to put on it off a mower. It’s from a tecumseh I think, but I’ve already got it mounted but want to make sure it won’t affect it. I’ve also converted it to electronic ignition!

Yes mark and take pictures! I found my problem... I been running my lawnmower with the vane up side down for 2 years.
I describe a governed system as a 'Tug of war'...,spring trying to speed it up,and air trying to slow it down.

As a kid that was the first mod I did on my briggs. Wrap a wire around the spring to overpower the vane. LOL live and learn huh.
