In this case, holding down on analog then DTcoil allows you to run around and launch charged RT by releasing the c stick and just inputting Up + B. DTcoil has many uses for Terry's other specials but its typically used for charged RT to make it easier to use on the fly. And the best part is you can DTcoil during any animation (attack, special, airdodge, etc). Riddles has a video on it but the terrycord has a more in-depth analysis on the tech as a whole.
