How do we watch Jessica Lange's film in the UK?

Just saw Lillian Hall and thought Jessica Lange will win Oscar. Why did it go into tv movie this year and not distributed by a movie studio? She was better than many best actress winners and yet may not even be nominated for Emmy since it’s a tv movie and released right before eligibility closed. Who makes these decisions?
