The idle is like that because there was no official idle except for that image I think, and it may have actually been the pose he would be in on his idle

@@Papapsoso Exactly. That pose in specific was from an old concept that also had the right pose shown in the video here. So that old image was probably the first concepts that lead to these sprites. So there's a high chance the idle pose is accurate.
And just in case anyone mention's Futagami's build, the sprites used for Tails there were solely based on the first concept image I mentioned.
