He is now an ex-warlord, they world government is less likely to turn the other cheek and ignore him like they did in the good old days. Being protected by an emperor could greatly help protect him... Given Luffy and crew don't take down Big Mom and Kaido, further destabilizing the power balance in the world and create a situation in which the WG thinks the emperors can be hunted down finally.

No, I think he will remain a gag cuz Oda loves him to be so, but I think he will definitely achieve his goals in one way or another like you mentioned. To me Buggy is by all accounts a bizzaro version of Luffy. Starting with his devil fruit of course. He is a loudmouth, weirdly attracts people, is ambitious, hard headed and honestly silly. Like Luffy. Just that Buggy doesn't back up his many words, attracts a very different sort of people than Luffy, his ambitions are superficial, him being hard headed is the result of severe insecurities and he is silly to the point of being a literal clown. He is everything Luffy was accused of being. He also does the things we'd never see Luffy do. He can be needlessly cruel, even to his "friends" and followers, not to mention his use of somewhat clever and underhanded tactics and his cowardness. Yet, despite it all he somehow managed to twist that into something leading to favorable results. And weirdly enough... I want to see both Luffy and Buggy succeed.
There’s gotta be a reason why Shanks has continued to remain friendly with Buggy (despite Buggy not reciprocating those feelings): I’m getting the feeling that Shanks knows Buggy is actually destined for great things (but simply needs to be pushed/manipulated in the right direction, in order to do those great things).
There is no f-ing way Buggy was this weak after all these years knowing he was part of Roger’s crew. I’m okay with him not getting as strong as Shanks, but as weak as he is? I don’t buy it. Something is up with that guy. If Oda chose to truly make him weak, it’s to raise him up some other ways. I think Buggy will play a much bigger role than we think in the rest of the story.
Potential plot twist: ‘Joy Boy’ doesn’t strictly refer to a single individual; rather, it could instead refer to multiple individuals. Roger laughed at Laugh Tale because he saw (previously weak/sick/lazy/greedy) Buggy forming an unexpected alliance with Luffy (the new wearer of the straw hat) to liberate the world from the World Government’s tyranny. Thus, all of Shanks and Rayleigh’s actions (in the present day) have been deliberately coordinated to make Roger’s Laugh Tale vision a reality. (Enabling both Luffy and Buggy’s pirate careers from the shadow)
