It requires the threshold energy of the material just to be free with kinetic energy zero. So, no it wouldn’t double. For example : let’s say a metal has a threshold energy of 1eV. A photon of 3eV hits it. An electron might get this energy and free itself and have 2eV left over as kinetic energy. Now if that incident photon had twice the frequency it would be a 6eV photon (twice the energy.) The electron would pay off the energy holding it (still 1eV) and have 5eV left over as kinetic energy.
