If I was in Valiant Comics.
1. Create more action characters (not supers or psiots) from different time periods to make Valiant a more balanced universe, and I'd create IPS that favored action characters (so few supers or psiots would used them) and allow them to stand toe to to with supers and psiots. Some IPS would have far more crossover than others, and some would be a bridge between supers/psiots and action IPS, with the H.A.R.D. Corps. being one of them, and so becoming a major title.
